==== 13.21. ** ***The Sidewalk That Rejected Citizenship ====
\\
**Location:** Civic Avenue 5, Near the Martian-Kyoto Embassy Shadow Zone \\
**Description:** \\
This sidewalk cracks outward---not from age, but refusal. Beneath its tiles are stamped the names of 5,000 provisional citizens granted status during the 2031 Emergency Treaty. But each name now buckles the concrete, curling the letters until they’re unreadable. Juna reads one aloud and the air stutters. Judai suggests the cement might have been mixed with memory-conductive ash, reacting to regret or betrayal. A metal strip down the middle flickers with magnetic static, transmitting a voice in multiple languages: *You were included; you were forgotten.* This is not infrastructure. It is expulsion. The sidewalk turns citizenship into terrain, disavowal into design. The embassy across the street is gone. Only the rejection remains---solid, public, and walked over without notice. \\

**Keywords:** \\
##asphalt of refusal \\
##names that expel themselves \\
##memory-conductive concrete \\
##embassy erasure \\
##citizenship as landscape \\

**Very Short Story:** \\
Judai placed his foot over a name and felt his leg go numb. Juna knelt beside him and whispered another name, one they’d once seen in a registry. The sidewalk throbbed. “It’s listening,” she said. They stood still for six minutes. When they stepped off, the name beneath had rearranged itself---now it matched Judai’s, slightly misspelled. “It’s recording alternates,” he muttered. “Or rehearsing rejections.” They left without stepping on another tile. Behind them, a faint crack formed in the shape of a question mark. \\
