==== 14.20. The Broadcast That Became Weather ====
\\
**Location:** Observation Station, Roof of Heijō Palace Ruins \\
**Description:** \\
What began as a test signal from the palace ruins in 1966 has now become climate. Engineers were calibrating tone bursts when lightning struck the station dish. Since then, the surrounding area experiences anomalous weather---clouds in the shape of katakana, rain in half-second intervals, fog that carries echoes of imperial radio. Judai and Juna arrive during static snowfall: each flake a dry hiss, dissolving before touch. On the rooftop, a wind meter spins backward, then levitates. A sign reads: *All Forecasts Are Archives.* They realize the signal was never shut off---it simply migrated into atmosphere. “It’s not weather,” Juna says. “It’s the national mood, in thermodynamic form.” The sky remembers what no tape could store. \\

**Very Short Story:** \\
They stood beneath the cloud that spelled “忘” (forget). Judai raised his umbrella---it evaporated. Juna traced the air with her book, which grew damp from pre-recorded humidity. “This isn’t natural,” she said. “It’s programming.” The station emitted no signal. Yet birds flew in spirals exactly 3.3 seconds apart. “We’re inside the forecast now,” Judai murmured. They turned to leave. A voice from the fog whispered, “Tomorrow: light regret with scattered silence.” \\
