==== 18.1. The Courthouse With No Verdicts ====
\\
**Location:** Ruined Judicial Hall, Hakodate \\
**Description:** \\
At the northern edge of Hakodate stands a courthouse with its roof caved in and windows replaced by film projectors. Inside, no judges preside. No evidence is presented. Yet every day at 3:11 p.m., rows of empty seats shift slightly, as if rising for an unseen authority. Judai discovered the record: trials that never ended. Juna uncovered the list of charges---none matched reality. Each chamber loops footage of symbolic gestures: a gavel, a bow, a voice faded mid-sentence. The courthouse no longer delivers verdicts. It simply rehearses their absence, broadcasting the shape of justice without the weight of judgment. It is governance stripped to performance---legal theater with no resolution. \\

**Keywords:** \\
Hakodate courthouse ruins, missing verdicts, symbolic trials, post-judicial performance, legal theater loop \\

**Very Short Story:** \\
Judai sat in the gallery, notebook open. The sound system emitted silence between faint chair creaks. At exactly 3:11, the light dimmed, and a projector played a judge raising his hand---then stopping. No words followed. Juna walked behind the bench. There was no gavel, only a printout titled *Rehearsal 14: Sovereignty Incomplete*. She whispered, “They never finished.” A man entered briefly, saluted the bench, and left. No one else came. Judai’s pen scratched a question: *If no verdict is reached, does the nation remain on trial?* They stayed until dusk, then left without ruling. \\
