15.19. The Theater of Not-Quite-War

Location: Stage 6, Kyoto Imperial Park Substructure
Description:
Below Kyoto’s Imperial Park is a rehearsal stage left over from a 1930s propaganda film series—never shot. The lighting grid remains operational, but no script was ever finalized. The set is ambiguous: part train station, part embassy, part shrine. Every few days, archival lights turn on automatically and a soundtrack plays—marching feet, glass breaking, applause. Judai found a piece of scenery labeled “Neutrality Declaration Room.” Juna paced the stage and counted eleven doors, all leading back to the start. They weren’t filming scenes. They were filming the atmosphere of indecision. A theater for what Japan considered doing—but didn’t. Or did, but can’t now admit.

Very Short Story:
They entered during one of the scheduled hums. Juna stood in the doorway marked “Regret,” while Judai sat in the “Observation Chamber.” A disembodied voice whispered, “Scene four: still considering.” Light strobed red, then yellow, then gray. Juna tried a door—it circled her back. Judai stepped onto the center mark and vanished from her sight. “This play,” the voice resumed, “is staged without actors.” But in that moment, both of them felt they were performing.
