Yet every winter, ferries carry sealed envelopes addressed to “Article 0” or “Clause Before Time.” Judai intercepted one with a crimson seal marked *AMENDMENT AWAITING REALITY.* These documents are composed in unknown symbols, often wrapped in tissue thin as frost. Juna traced one to a collective in Rishiri known as The Silent Notaries—retired legal clerks who document events that didn’t happen but should have. These “amendments” are not to existing laws, but to forgotten frameworks. The couriers do not speak, only exchange brief nods. Their cargo is unstable—prone to vanish when questioned. Yet the system persists, like a breath held across a strait.
