Description:
In the barely-lit sub-floor beneath Tomakomai’s municipal archives lies a locked room known only by its catalog designation: C/88-Motion-Null. It contains a sprawling index of civic motions submitted in languages that have no legal precedent—personal dialects, phonetic chants, synthetic wordforms. Judai discovered one written entirely in birdsong notation. Juna uncovered another motion expressed as a dance diagram. None were approved. Yet each entry is timestamped, cross-referenced, and given an imaginary vote count. This is where public speech crosses into ritual. Not designed to succeed, but to be performed. The city keeps it quiet, but each motion still echoes faintly when the lights are off.
