13.20. -** ***The Ministry of Forecasted Regret
Location: South Kyoto Administrative Plaza Ruins
Description:
Tucked beneath the collapsing skywalk of South Kyoto’s former civic plaza lies a narrow hallway marked with a rusted sign: *Ministry of Forecasted Regret*. Inside, forecast charts line the walls—detailing not weather, but decisions. “Emigration Permits—Regret Level: High.” “Opening Letters—Regret Level: Medium.” “Remaining Silent—Unknown.” Each prediction is dated, all in the past. A mechanical arm still stamps decisions with scarlet ink. Juna places her hand on a desk. A slip is printed: *Judai—Regret Level: Conditional.* “You never told me,” she says. Judai shrugs. The Ministry doesn’t judge; it only calculates. But now the ceiling begins to crack. Regret accumulates as dust. They step back. The building holds—but just barely.

Very Short Story:
They walked slowly, as if each footstep was being recorded. Judai glanced at the machine—his name appeared again. “Final Regret Pending,” it read. “It’s still deciding,” Juna whispered. The walls trembled, but not from collapse—from memory. Each chart flickered between languages. They couldn’t tell if it was translating or forgetting. Juna touched a graph labeled “Alternate Outcomes.” It erased itself. “It doesn’t want us to know,” she said. “Or it wants us to choose without knowing.” The exit door creaked. They stepped outside into unforecasted rain.
