18.17. The Civic Library of Alternate Minutes
Location: Kushiro Auxiliary Stacks
Description:
In Kushiro, where sea fog erases the skyline most mornings, a buried library maintains minutes from meetings that never occurred. Each shelf is labeled by intent rather than date: *Resolutions of Disbanded Committees*, *Votes by Absence*, *Proposals in Rain*. The librarians insist that anyone may file their own minutes, so long as they cite a location that no longer exists. Judai contributed one for a conversation held aboard a ferry that never launched. Juna found a volume titled *Emergency Powers Granted to the Wind.* The building creaks but stands. Each time fog rolls in, the shelves shift slightly, alphabetizing themselves by mood. Some minutes hum faintly, as though ashamed of being unread.
Keywords:
Kushiro meeting minute archive, alternate civic records, unreal committee transcripts, weather-coded documentation, library of intent
Very Short Story:
Juna filed a report titled *Unspoken Arguments, Yokohama Bench, 1983.* It was accepted without comment. Judai opened a binder marked *Suspended Minutes: Arguments with the Future.* Inside were dialogues scratched onto fogged glass, preserved on paper. “Did we have these meetings already?” he asked. “Or are we remembering future ones?” Juna replied. Outside, the fog thickened, and the library shutters closed. An alarm sounded—not for evacuation, but for transcription. They stayed until dusk, writing in silence. As they left, a young man entered, carrying a single note: *“We voted not to disappear.”* The librarian smiled. “Filed.”
