18.18. The Neutrality Interrogation Chamber

Location: Underground Facility, Tomakomai
Description:
Beneath Tomakomai’s steelworks district lies a hidden chamber designed to test the neutrality of decision-makers. Not their political stance, but their *emotional drift*. The chamber shifts color based on visitor pulse and temperature. On the wall is a mirror that shows only other people’s reflections. Juna stood alone, seeing Judai’s expression—calm, unreadable. He reported that her image showed hesitation. They were asked a single question by the automated voice system: *“Who do you serve when your memory fades?”* The door wouldn’t open until both responded in unison: *“No one, and everyone.”* Inside the waiting room afterward, a chart noted: *Test Passed. Verdict Deferred.* Neutrality, it seems, is never permanent.

Keywords:
Tomakomai neutrality testing, emotional drift detector, mirror of others, identity echo chamber, deferred governance zone

Very Short Story:
Judai held his breath. The chamber glowed violet, then blue. “That means suspicion,” Juna said. “No, it means symmetry,” he replied. The mirror refused to show her. She stepped closer. “Do I exist in your decisions?” she asked. No one answered. A clock with no hands ticked once. The voice returned: *“Would you make the same choice if no one knew?”* They said nothing. The lights dimmed. The door unlocked. Outside, the snow had stopped falling. They walked away not knowing what they’d passed—but understanding the cost of silence.
