26.7. The Bureau of Nonexistent Relocations
Location: Tokyo Satellite Annex, Basement Archive D
Description:
Beneath a decommissioned civic building in Tokyo’s periphery, an office persists with a single plaque: *Department of Displacement Without Arrival*. Filing cabinets stretch into shadows. Most drawers contain blank documents except for a single phrase: “Subject never located.” Juna pulls one at random and finds a map to a town erased before it was built. Judai reviews microfilm labeled with names of children who never enrolled in any school. At one desk sits a rotary phone that rings once a week. When Juna answers, there’s only breathing, then the sound of a train departure. No track nearby. A clock above reads 1946. The light overhead flickers not because of faulty wiring—but because someone is trying to edit the present in real time.
Keywords:
ghost relocation, blank census, erased towns, archival displacement, time-fractured bureau
Very Short Story:
The phone rang. Juna waited three rings, then picked up. No voice. Just the whistle of a train pulling into a station that didn’t exist. Judai opened another drawer: blueprints for a city with no roads, only shadows. “They keep track of people who were never here,” he said. “Or who arrived too early.” The files pulsed slightly under the fluorescent hum. “There are names written in erasable ink,” Juna whispered. “We’re probably in here too.” She checked her watch. The second hand had vanished.
